WHEREAS, the BOARD has determined that it is in the Association’s best interest to develop rules and regulations regarding Parking and Towing in HOA common areas.
NOW, THEREFORE, BE IT RESOLVED THAT in addition to those guidelines outlined in the Declaration, the Board adopts the following Regulations:
- Vehicles parked on the sidewalks of the common areas of Fieldside are subject to being towed immediately.
- Vehicles parked in common areas such as yellow curbs, grass areas, blocking mailboxes, fire lanes, and within non-designated spots (such as yellow markings on the pavement, posted signage, etc.) are subject to immediate tow without notice.
- The Association may request a vehicle to be removed without notice if the said vehicle is deemed a safety concern.
- Vehicles with expired tags shall be stickered and given 72 hours to move before being towed.
- Vehicles deemed inoperable or abandoned (with flat or missing tires, jack stands) shall be stickered and given 72 hours to move before being towed.
- Commercial vehicles, boats, trailers, and jet skis shall be stickered and given 72 hours to move before being towed.
- Vehicles parked in designated handicap parking without the proper handicap tag to include expired, missing, or unreadable placards, shall be towed immediately without notice.
- The towing fee is $250.00 and payable directly to Mach 5 Towing by the vehicle owner. The storage fee is $30.00 per day. The drop fee is $100.00.
If your vehicle is stickered, you may request the vehicle not to be removed from the parking area as long as the vehicle is in operating condition. You are required to request an appeal to the board in writing.
As with any situation, there are exceptions and extenuating circumstances. If you are experiencing hardship or requesting an exception, please send a request to the board immediately or as soon as you are experiencing said hardship.
All requests to the board must be submitted to: hoa@fieldsideneighborhood.com. Residents submitting approval requests must provide the HOA a 24-48 hour response time for review. (There may be cases where it may take a little longer. An approval email from the Board or Blackstone Management must be received before the vehicle is deemed “approved.”

Vehicles can be claimed at 2420 Old Washington Road, Waldorf, MD 20601.
Any resident who submits a request that a vehicle be towed must send an email to the board at hoa@fieldsideneighborhood.com, with the following information:
- Make/ Model of vehicle
- Color
- Reason for request
- Location of vehicle
- At least one photo proving the infraction and license plate, if applicable
*Requests will be granted at the Board’s discretion. The guidelines above will be used as a guide in making a decision and are final.
As a reminder, all townhomes are allocated two (2) parking spots on HOA Property. They are designated based on the following:
- Townhomes along Cooperstown and Roy Hobbs have assigned parking in front of their home.
- All other townhomes in the community have only two (2) designated parking spots behind their home.
- All other spaces are designated for guest parking. Homeowners should not store their vehicle(s) or park in guest parking for more than 72 hours.
- Storage pods, garbage and/or recyclable containers, or all other materials are strictly prohibited and will be removed at homeowners’ expense without notice unless permission has been granted for these to be placed and a time limit set. Homeowners requiring an exception must submit an advance request written to the board. Homeowners who do not have proper authorization are subjected to a fine and fees associated with removing said container.
It is essential to understand that most roads within our community are county roads. There are no assigned parking spaces on these county roads. Vehicles will not be towed because they are in front of your home unless they meet any of the criteria in the towing guidelines listed above.
